Short summary:
Professor Vern is an Echo that is completely harmless outside of games, aside from the rare circumstance where he asks you to collect samples as a quest.
He's more like to hand you a cookie than a needle, though.

During games, he acts exactly the same - except he's allowing his scientific curiosity to completely run his actions. So while he sounds warm and caring during a trauma game, he's still going to be very callous about everyone's suffering until it's over.
